How do I apply for financial aid?

Are international students eligible for Nelnet?
I have been making scheduled payments on a Nelnet agreement. I dropped a class or one of my classes has been cancelled and I have been approved for a 100% refund. Will the contract be adjusted or will I receive a refund?
I signed up for a Nelnet payment agreement, but did not make all the scheduled payments. Will I be eligible for another agreement for the Spring or another term in the future?
