How do I get a F-1 student visa?

The process to apply for a student visa is outlined here. You must apply from your home country.

You must submit an international student admission application to MDC along with supporting documents  before the college will issue you an I-20. After your supporting documents are processed and your I-20 is ready, the International Students department will send you a package which includes the I-20 and an acceptance letter. Once you have the I-20, you may apply for the F-1 visa at your nearest U.S. Embassy or Consulate.
