Can the Nelnet plan be terminated?

Yes. Nelnet reserves the right to terminate an agreement at any time if you are not current on payments or fees due  to Nelnet . If Nelnet exercises this right, the student may be dropped from classes.  As a result, holds are being placed on transcript requests, registration for subsequent academic terms, and graduation.
